Idealisk dansk arkitekt mot byråkrati og politisk maktspill i Paris. I 1982 utlyser Frankrikes president François Mitterrand en anonym arkitektkonkurranse om å skape et monument som skal fullføre den historiske aksen mellom Louvre og Triumfbuen i Paris. Til alles overraskelse vinner den danske arkitekten Johan Otto von Spreckelsen (Claes Bang) – hittil bare kjent for fire danske kirker og sitt eget hus. Fra sitt liv i Danmark trer Spreckelsen rett inn i sentrum for Paris’ politiske og kulturelle rampelys. Nå står han i spissen for et kolossalt prosjekt, men hans idealistiske visjon utfordres av virkelighetens begrensninger, skiftende politiske vinder, maktspill og byråkratiske hindringer.
